Is the Exchange server on premise, is it hosted Exchange, or is it Exchange Online? This does seem to be a known issue in Outlook 2013. These screenshots are from Outlook 2013, but the process works identically in 2010 or 2007. Choose "Update All", wait a moment, and you're done. Switch to your contacts view, then go to the "Send/Receive" tab.

Some of my contacts are in both the GAL and my local Contacts folder. This is a feature of the Social Connector, with the automatic updates of contacts enabled by default.
