He’s been trained to behave like that by French woman, and he’s just thinking you’re playing hard to get and/or you need convincing. I’ve noticed that in an American woman’s mouth “I don’t know” often means “no” and “maybe” often means “yes”.

So, don’t be afraid to be honest for fear of offending the person.
